Dangote Refinery IPO: Nigerians Set to Become Owners of Africa’s Industrial Giant

…Dangote says public offering will turn fuel consumers into refinery shareholders

The planned Initial Public Offering (IPO) of the Dangote Petroleum Refinery is set to give millions of Nigerians an opportunity to move beyond being consumers of refined petroleum products to becoming shareholders in one of the country’s most significant industrial assets.

President and Chief Executive of Dangote Industries Limited, Aliko Dangote, said the proposed public offering represents more than a capital market transaction, describing it as an opportunity for Nigerians to participate directly in the value created by an enterprise that plays a growing role in the nation’s energy and economic landscape.

Dangote spoke against the backdrop of the signing ceremony for the Dangote Petroleum Refinery & Petrochemicals FZE IPO, held in Lagos on Monday, September 7, 2026.

According to him, Nigerians interact with refined petroleum products almost every day through transportation, logistics, manufacturing, agriculture, power generation and other economic activities.

He said the IPO would provide an avenue for ordinary Nigerians to own a stake in the industrial infrastructure supporting these activities.

“Every day, Nigerians use products that depend on refined petroleum. What makes this IPO unique is that it gives people the opportunity not only to consume but also to participate as owners in the industrial system that powers economic life,” Dangote said.

The billionaire industrialist noted that strategic infrastructure assets have historically been beyond the direct ownership of most Nigerians, stressing that the refinery’s planned listing could broaden access to ownership through the capital market.

“When a businessman transports goods, when a farmer moves produce to the market, when a manufacturer powers production, when families travel across the country, energy plays a role. The refinery supports these activities. Through the IPO, Nigerians can now have a direct stake in the value being created,” he added.

Dangote said wider public ownership of productive assets could strengthen citizens’ connection with national development, arguing that broad participation in major enterprises is one of the mechanisms through which capital markets can support sustainable economic growth.

He described the refinery as more than an energy facility, saying its operations are linked to manufacturing, trade, transportation, exports and wider economic productivity.

“This is about creating an ownership culture around national development. We want more Nigerians to share in the success of assets that contribute directly to economic transformation,” he stated.

Financial market observers are expected to closely watch the offering, particularly its potential to deepen retail participation in Nigeria’s capital market by connecting everyday economic activity with long-term investment opportunities.

With a stated capacity of 700,000 barrels per day, the Dangote Petroleum Refinery is positioned as one of Africa’s largest industrial investments and a major component of Nigeria’s downstream petroleum sector.

The company said opening ownership to the investing public would further reinforce the refinery’s role as a major industrial asset with long-term implications for Nigeria’s energy security, economic productivity and industrial development.

Dangote also reiterated the company’s commitment to transparency, corporate governance and sustainable value creation, assuring prospective investors that details of the public offering would be disclosed through approved regulatory channels.

“The refinery has become part of daily economic life in Nigeria. Through this IPO, we are creating an opportunity for Nigerians to move beyond participation as consumers and become participants in the value that this asset generates. That is a powerful statement about inclusive growth and national progress,” he said.
